You’re going to have a few sts left on the needle, so you cut your yarn leaving a 10" tail or so, and thread it through the sts like a drawstring. I like to put it through twice so it’s pretty secure.
Cut the yarn, leaving a long tail, and pull through remaining stiches, securing in first loop. Use the remaining tail to join the sides together. If you used multiple colors, use the tails from the color change to join that color’s section together. Weave in any remaining ends.
There is no regular bind off. When you get to the final stitches, you pull the yarn through them with a crochet hook or large-eyed needle and pull them tight like a purse.

So when it says to use the tail to join the sides together, is that like a seam i would make to turn the flat piece into a hat? I would use a crochet hook?
I missed that part, yes you seam up the sides. In that case, leave about 20" for the tail. Run it through the sts on the needle then sew up the seam. I use a crochet hook, others use a tapestry/darning needle that has a large eye and a blunt tip.
Missed the seam, too. Sorry!
I looked for it, but it didn’t say anything obvious like ‘sew the seam’. ‘Join the edges’ is harder to see.
