Baby Jacket Sleeves Help with Instructions

I am crocheting this:

When I get to this set of instructions, I am completely dumbfounded on how this works. I just can’t understand how you Ch, then go over the back then CH again. Won’t that mean you have to come back and then you are in the middle of the piece. Or you end up with uneven sleeves?? I never did understand the beginning instructions for the 1st row, just winged and got it to work.

You should have the same number of stitches in the cast on chain for each sleeve so that will make the right and left sleeves equal lengths.
"Cut the yarn. [I]Ch 16-19-19 (25-28)[/I], crochet as before over back piece, at the end of row [I]ch 16-19-19 (25-28[/I])."
Cast on for one sleeve, continue by working the back sts in pattern and at the end of the row, cast on for the second sleeve. Now when you work back, you’ll work over all the sts: 2nd sleeve, back, and first sleeve. You’ll have a T shape with 16-19-19 (25-28) additional sts on each end depending on your size.
