“Baby It’s Cold Outside” Poncho

I’m making a poncho and working flat in stockinette and ready to join in the round. (I included probably more of the pattern than needed.). So, my question is what do they mean by ending with a RS. Do you knit a RS row and join after that knitting that RS or do u join after purling a WR. Thanks for any help.
Row 8 (RS): *knit to 1 stitch before marker, yo, k1, sm, k1, yo, repeat from * 3 more times, knit to end of row.
Row 9: k4, purl to last 4 stitches, k4.
Repeat rows 8 and 9 until piece measures 6 (7) inches from cast on, ending with a RS row.
Row 10: pm, join in the round, p4, k to last 4 stitches, p4.
Row 11: *knit to 1 stitch before marker, yo, k1, sm, k1, yo, repeat from * 3 more times, knit to end of row.
Row 12: p4, knit to last 4 stitches, p4
Repeat rows 11 and 12, 2 more times.

You are joining after finishing knitting row(RS)
Join in round, place marker, than continue purl row (WR) row 10.

I have to be honest that I’m not crazy how this is turning out, but I will finish it anyway. I’m using the yarn recommended, but had to go down 2 full sizes of needles to get gauge and I still think it is a bit too loose. It is a pretty pattern, though, and things do change once blocked, so I will stick with it. Thx again for the help. I really really love this site. Kind and generous ppl.
