this isnt really a how-to question, but this in in the directions:

Newborn Size: Size 11 (8 mm) 29" or 32" circular needle

(I used 2 strands of sportweight together. Can also use 1 strand of worsted weight.)

i get the top lime but what does the rest mean?

The designer is saying that you can either use two strands of sport weight held together (which is what she did) OR use one strand of worsted weight.
