Welcome to the forum!
Interesting pattern. Can you give us the name and the designer please?
Row 3, K6, bring the yarn to the front between the needles, slip one stitch from the left to the right hand needle purlwise (just put the needles tip to tip and let the stitch slip from the left to the right needle without twisting it). Now move the yarn to the back between the needles. The yarn will form a line or collar around that slipped stitch. Return the slipped stitch to the left needle and turn the work as if you were at the end of a row. Do this by switching the needles in your hands. You’ll have 6sts on the left hand needle and 5sts including the collared or wrapped stitch on the right hand needle.
Row 4, Purl 5, k1 which will bring you back to an end of row.
You’re working a kind of short row (wrap & turn). The first 1 minute of this video shows you the technique. It doesn’t look like you have any short rows from the purl side so the rest of the video won’t apply here.
Perfect, thanks for explaining. I’ve got it now
Have fun with the border and please do post a photo when you finish.
