Aran pullover from "knitting for baby"

I am about ready to bind of the back of this baby sweater, but before I do, I want to be sure that I am reading the directions correctly.
The directions state that before I bind off that you “work 2 rows in St stitch, beginning with a WS row (purl 1 row, knit 1 row). BO (bind off) stitches."

                                     So that means on the “ugly” side I purl one 1, on the “pretty” side I knit the row, and then when I bind off, I am doing that on the “wrong” side? If I am binding off on the wrong side, what kind of bind off should I use?

The bind off is only the part where you pass the first stitch over the next one instead of leaving it on the needle, the rest of it is knitting or purling a row as if you weren’t binding off. So purl 2, pass the st over, p1, pass the next st over, etc.
