I’m making my first sock with a fairly easy pattern and I’m having brain fog. I moved the 28 stitches to one needle so I could work back and forth.
I slipped 1, k 26 (finished the row)—except I don’t remember what I was supposed to do with the last stitch (slip it?), the next row wants me to slip 1 and decrease by 1 each row so I’ll pearl 25 which leaves me with 2 stitches at the end—do I slip those?

What is the name of your pattern and designer?
Slip only the first stitch of the row, knit 26 and turn leaving the last stitch on the left hand needle. Now repeat, slipping the first stitch and purling 25sts and turn. On the next row, slip the first stitch, k24 and turn.
Keep this pattern of slipping the first stitch and working one less stitch each row. You end with 6sts in the center and 11sts on each side unworked.

The pattern is from a sock book that my friend made a copy and gave me. The pattern is just called “Ribbed Socks” (the basics).
What you say makes sense—so when I slip 1, purl 25, I’ll have 2 stitches left on the needle. Do I just turn and leave the stitched there or should I put them on a place holder?

Although now I have a new question.
I have 11 slipped stitches on both sides, with 6 stitches in the middle.
The highlighted part in the patter attached below—is it asking me to pick up the bar between the 6th stitch and the new stitch? Or, is it asking me to keep the 6th stitch on the left needles and knots the two together?

The text is a bit confusing. What they’re asking is really that you insert the point of the RH needle under the strand between the last stitch worked and the next stitch (one of the 11 side sts) and knit that loop together with the next stitch.
This will close any hole as you add back the 11sts, one at a time to the main needle.

I got to this part (I K14 and replaced the stitch marker for the beginning of round)
Your blue marker is at the beginning of round, halfway along the heel sts. Now you’re going to knit the next 14sts (yellow bracket) bringing you to the end of the heel sts. You’re going to join to knit in the round again.
Pick up 4sts along the side of the heel and then knit across the instep sts which have been on hold while you worked the heel. Don’t turn to purl. You’re going to be knitting in the round from here on.
If you’ve already knit these 14sts then you’re up to picking up 4sts.
In order to avoid a hole at the join of these new sts you might pick up 5sts and then decrease one stitch at the join on the next round.
