You have a caston edge at the underam, right? Instead of picking up stitches at that edge, she means pick them up a row or so in. But if you don't have an edge, you can still pick up stitches wherever you need to. You would use the tail to tighten up the holes. You may not be able to prevent them when you pick up the stitches, but you can fudge and cover them up later.
