OK, that wording is a bit weird, so I can see why you're tearing your hair out!
Without seeing a picture or knowing what piece of your sweater you're working on, I would interpret these instructions to mean:
Inc 1 st as before at each end of next row AND then every following sixth row twice.
In other words, do your increases, then six rows after do increases in the same fashion, and then six more rows later, do increases in the same fashion.
