Hi. It's not a silly question, it's just a matter of not having done it before.
Divide for neck: Beg working in rows: 1st row: K30. K2tog. Turn. 31 sts.
2nd row: Purl to last 2 sts. P2tog. 30 sts.
You've been working in the round. From the beginning of what would be your next round, k 30, k2tog, then turn your work so the WS is facing you and purl to the end of the row. You'll know when you get there because there will be a gap. You'll be decreasing on this and the following rows to shape the neck. I would actually do it just a bit differently than written, I would knit 27, k2tog, k1 then turn; on the following decrease rows I would work until I have 3 sts left, do my knit or purl dec, knit or purl the last stitch, then turn. This would make it easier for picking up stitches as instructed later. That's a cute pattern and looks like a fun knit. Enjoy! And congratulations!
