It depends on the pattern; most of them are read odd rows right to left, even left to right. Follow the instructions for the individual pattern.
On this one maybe it's because you work 3 rows of seed st, so the first row of the pattern is row 4, an even row? But being the first row of the stitch pattern, it's row 1? Or maybe it's because it's a CP pattern and their charts are somewhat confusing to follow. The first 2 rows are just knit plain anyway, so if there's an extra row in there it won't matter.
Dunno which, but just do as the notes say.
