Ok, so you're knitting along, bind off 2. That leaves a stitch on your needle with the yarn attached, right?
I'm still not understanding the logic in this. You could cast on 14 after the left over stitch, turn and purl back on them, but I can't envision how this would work.
You could also slip that stitch back on the left needle and cast on the stitches to the left needle and then work them. Hmmm. That might be the answer.
