My dad's been trying to convince me to learn to spin since I started knitting. He too offered to make me a spinning wheel. I was able to convince him that building a spinning wheel was to complicated by borrowing some books about building spinning wheels from the library. Wheels and looms : making equipment for spinning and weaving by David Bryant was a good one.
As for the one that you mentioned. I'd never seen it but I found it on chapters.ca in used & rare books for $313.55, which works out to about 160 GBP. So the one you found on ebay is certainly a steal.
